The
first meeting of the Asian and Pacific Conference of
Correctional Administrators (APCCA) was held in Hong
Kong in 1980.The idea of holding a regular conference
for Asia Pacific Corrections administrators developed
from discussions between the then Director of the
Australian Institute of Criminology and the then
Commissioner of the Hong Kong Prison Service.
Since
1980 the conference has been held every year, apart from
1990. Up until 1993, support for the conference was
provided by the Australian Institute of Criminology.
Between 1993 and 2003, the conference was supported by
Professor David Biles, APCCA's first Rapportuer working
in a private capacity. Since 2003, Professor Neil Morgan
and Ms Irene Morgan have been serving as the APCCA
Rapportuer and Co-Rapportuer.
At the
same time and in order to ensure a permanent home for
APCCA, the APCCA Secretariat was established at the
Correctional Services Department, Headquarters in Hong
Kong and the Singaporean Prison Service. The 2002 APCCA,
held in Indonesia, adopted a communiqué to preserve the
traditions growing up around APCCA and to enable further
development of the conference.
To
date, the conference has developed a significant history
of traditions and practices that have guided the further
development and management of each APCCA. For example,
the host has absolute discretion with regard to the
invitation list, provided the invited participants come
from the Asia and Pacific region. The host is also
responsible for providing the venue and hospitality as
well as professional and cultural visits. Participants
are required to pay their own airfares and accommodation
expenses, alleviating the financial burden for the hos

APCCA held in Hanoi, Vietnam.

The
name of the Conference is surrounded with the yellow hem
bounding by the Asia Pacific Region, the bright halo
that stands out from a green background implying the
Commonwealth of Australia - the founding member of APCCA.
The
paint of the letter S with the red colour foundation and
yellow star is Vietnam country, the conical hat with the
letters of APCCA Vietnam 2007 is the emblem of the 27th
host nation.
The
lotus stylised as two palms embracing the emblem, which
forms a united association. The lotus’
fragrant
and striking colour are diffusing the warm pink as
humanity of Vietnamese people. This is also the theme of
the 27th APCCA Conference "For a
peaceful life".
